Not sure what your rationale is with this approach. You can do this using the federated engine without hacking modules and XOOPS core.

If you have a recent backup of the database you could restore the user and group tables. If you don't you could modify the associated tables, editing the user and group table records for your webmaster account.

If you are not sure of the process in either situation post back and someone will walk you through it.

You don't need 777 permissions on these files. Clear your cache folders (xoops_data/caches/smarty_cache and smarty_compile) except the index.html files.

To edit the top menu edit the file:
themes/ixt00902/tpl/globalnav.html

By default it will add links and sublinks like the main menu.

To edit the slideshow and demo buttons edit the file:
themes/ixt00902/tpl/slides1.html

Andrey: Can you clarify on that? Can I not run XOOPS with php sade mode enabled? I think I've done it before.

Andrey is correct, If you can turn safe mode off you should. Check the information here.

Check out one of the few usage examples in xoops:
- modules/system/class/gui/default/default.php
- admin.php

Also have a look at class/cache/memcache.php

There are some other classes of interest regarding xoopscache in the documentation as Dylan mentions.

Are you planning to implement memcache in a module or as a core hack?

If you are sure your database credentials are correct check the file permissions for the mainfile.php and include/license.php (777 for both).
