I'm not shure I understand you well, sorry.
For the look is not very important what core (xoops/ImCMS) you are using (it is important for the compatability with themes/modules and maybe for the support you may recieve), but what module/templates you are using.

you need a language package. However I'm not shure there is - I could not find one...
You may ask at german support site -http://www.myxoops.org/.
Also keep in mind that XOOPS 2.3.1 is the most recent and recomended version to be used.
