I think it's an ordinary custom block.
Go to admin blocks and add a new block with the wanted title and HTML content.

for the appearance of the link in the side menu go to admin module administration and change the order of your forum module from 0 to something and click on submit at the bottom.

If the link in the top menu is not working, you are probably starting with a new theme. So you have to find the forum link in theme.html located in your current theme directory and complete it there.

For the titles, you have to look in your theme's css files for itemHead and itemTitle and remove font-variant: small-caps; .

For the bytes more, you have to edit news\class\class.newsstory.php . Look for _NW_BYTESMORE and adapt the formatting of $totalcount.

I suppose all your modules on that site have this problem?
Check in mainfile.php, if your XOOPS_ROOT_PATH and XOOPS_URL are correctly specified.
They should both end with /mysite .
Beware: no trailing slash!

I don't believe this was the cause for hacking and the take-over of your site.
If I understand correctly, this bug (corrected in 2.0.18) only allows people to see comments to which they don't have rights for.
