The .htaccess can indeed block you, but thats then intentional due to the configuration in your websites administration panel or your hosters policy.
when I install the same stuff, same hosting company at 22-ice then in all module directories a file named .htaccess remains.
I think thats the reason why it doesnt work

Go to admin module news post/edit news (news/admin/index.php?op=newarticle) and there you see the new submissions.
Click in the title to edit and approve (or on delete to delete).
