The turning on/off safe mode should be done from your host or if you're using your own server in php.ini settings.

If you have hosted website you should be able to open an administration site at your host's website, and there see (fi. in advanced settings) if you can change safe mode settings. If you cannot you should talk to your host to make him change to your preferences.

If you have your own server,
in php.ini find the line with safe_mode, and change to what you need.
For instance:
safe_mode = Off

If you have httpd.conf then add in this
safe_mode = Off

Also be sure to use install Protector

ok that warning shouldn't cause any big problems.

Really I am not sure what to look for next.

If all your groups have permission to see the forum, and the block is visible to all visitors, and no errors it should work.

Maybe it's a frameworks problem, what version do you use ?

prefix_newblocks set login visible from 0 to 1.

And you dont get any errors when you have debug mode on ?

What is your system overview showing in admin section ?

Top news block does that kind of.

If you dont want to show news in menu just go to modules and set value to '0' and make the block visible in the frontpage. The template can be set almost as you like I think

There isn't any official bulgarian support site ?

Before I found the Dcrussader translation here i googled a little and found this

And with a little translating from my better half I couldn't understand if this is official or just a fan of XOOPS .. but maybe something to build on ;)
