It seems that this can be done using the AutoLogin hack from PEAK XOOPS.

From the autologin.txt file included in the download:

This hack also modifies your XOOPS can be logged in by email. Users can login not only uname+password but also email+password.

Note that this hack modifies XOOPS core files.

In the admin, Preferences > System > General Settings, you will see "Module for your start page". Select the news module.

You may want to look into the rw-banner module. I've been playing with this module for a few days and think it's great. You can choose the target location
