How to call a custom block from a custom block menu?

I'm sure this would have been asked before, but my searching couldn't bring anything up.

I've made my own custom block/menu which sits below the main menu. What I want to do is, for each link in the custom menu, have another custom block appear in the centre block area and replace whatever happened to be in the centre block area. The custom menu block works inasmuch as the links are there but with no URL at the moment, only the "#" null link. I'm sure i've seen somehere where it's possible to call ablock by it's ID number, but I can't find it now.
Any suggestions?
BTW i'm using XOOPS 2.0.2

Hello :)
I just installed 2.0.3 successfully, but after logging in for the first time, I have 2 main menus, one under the other. I installed the News module, and now I have 2 News menus, one under each Main menu.

Any ideas on how to fix?
