I don't know of any step by step instructions on how to convert themes from one CMS to another, but I do know that XOOPS is the easiest to port other designs to. All you have to do is look at the default theme for the main <{SMARTY}> variables. Those variables are what output the data.

What I've done for clients in the past was to do a "save as" in my browser on their site (fully rendered design without the CMS specific variables), then I just cleared out the content data and replaced it with the XOOPS variables.

I think a few of the good designers have done some tutorials on this. In fact, Will_H just did a slicing guide. The Anatomy of the default theme will be helpful as well.

I've never had that problem with Google Ads, but I see you're using a repeating background on your block backgrounds. Try embedding Google's Ad code directly in the theme below the block loop and only style it to match the column background (no repeating images). It would be odd if that's it, but I don't see anything else that could cause that behavior.

There use to be a couple subscriptions modules available, but I'm pretty sure development has not been kept up.

This search reveals a few.

Could you provide a little more information? What forum are you using? What version of XOOPS? What version of PHP? What version of MySQL? Apache or IIS web server? Do you get any PHP debug errors? Do you get any MySQL debug errors?

There's a few things that can cause that error. Narrowing down your environment and any system error messages you get will help troubleshoot the problem.

Sorry, I don't, but if you are fluent in broken engrish, Google Translate or Babelfish might be enough to get you buy. It bites, but it's worked in a pinch when I had questions on their modules.

If you haven't already do so, make sure you check your server logs regularly and block the IPs of spammers. You don't want to get your site associated with bad neighborhoods.

If you've put AddDefaultCharset ISO-8859-1 in a .htaccess file in the web root and the server is ignoring the directive, it is possible that the server admin has set AddDefaultCharset off. A lot of Apache configs I've seen default to UTF-8, so having AddDefaultCharset off might produce this symptom. If you set AddDefaultCharset On a default charset of iso-8859-1 is used.

Try this in your .htaccess file...

AddDefaultCharset On

HTH

ref: AddDefaultCharset

CBB has it's own CSS file that you can customize. Otherwise, use the template manager in XOOPS to customize your forum layout.

There are no prepackaged forum layouts that I'm aware of. Only full-site themes.
