thank you to tell me how I can manage the menu or who is the file that is responsible to manage it.

It depends on which menu you are talking about.

If you mean the main menu from your website, you control this in admin blocks (show / not show etc) or you can make visible/invisible the modules from the admin modules.

What specificly do you like to know ?

I want to manage the order of tabs in the main menu
and there is another horizontal menu, it contains tab I want to limit the number of tabs

Which theme are you using?
For the main menu block, go to admin module administration and set the order and submit.

I don't see any horizontal menu in the finalfantasy theme.
Probably you are using a module as iMenu or MultiMenu to do that. Check out the preferences of that module.

(Is there an URL to the site?)

I found the solution for those who need to know:
with firbug you can locate the class name or id and you find that name on the page theme.html. and you put the name in comment or you change what you want.
