System Admin is missing after fresh 2.3.0 RC2 install

Hello, I installed 2.3.0 RC2. Made sure that all file permissions are set according to the installation documentation. Everything works but there is no "system admin" link in admin panel. No matter what I do, it doesnt show up. Then i figured it must be a permission issue so I chmod the whole site to 777 and System shortcut showed up in admin. I dont want to leave my whole site in 777. Does anyone know what file/folder do I need to change in order for System Admin link to show up? Thank you for your help.

you missed something in the install instructions or made something wrong about chmods, or a corrupted file was uploading are the explanations most of the case in such a situation

i faced the same problem, but managed to solve by simply following the installation instruction #4 properly, ie.

4. Make the directory of xoops_data/ writable; Create and make the directories of xoops_data/caches/, xoops_data/caches/xoops_cache/, xoops_data/caches/smarty_cache/ and xoops_data/caches/smarty_compile/ writable.
