Formatting Teaser Text

I'm using the Top News block in the News module. I'm using it to display a Teaser. For some reason the Teaser isn't coming out in HTML - it's just straight text.

Is there anyway to bring the formatting(html) along with the Teaser?

I'd really like to use a news block similar to the one that is on the main xoops.org page. I can't seem to find one in the default setup with news.

Does anyone know what module and block that this site uses for the top - center - center block.
