How Do I Use Variables In Blocks?!?

I'd like to make a small block that shows the users name and access level on my site... such as...

welcome (USERNAME HERE), You are a user with (ACCESS LEVEL HERE) access to the site. blah blah blah blah blah.

Tried {X_uname} etc... no luck with html or autoformat setting.

Smarty tags don't work in custom blocks. I have something similar on my site but I don't have it in a block. It is in my chosen location within my theme. Not sure if that helps but all I can think of at the moment. Unless you know php? If you know how to hard code php you can use it in the block and select that it is a php block.
