Strange template issue

1) my block admin shows 2 of everything..........like 2 News Topics blocks 2 System login blocks.....

2) in phpmyadmin in the tplfile table i show 2 of everything in there aswell...... is there a reason for this???

I wish I could help...probably there is some bug?
My custom blocks sometimes display doubled content on the pages,
and I can't do anything about it. I have to
re-submit one and the same content in the blocks' admin area for many times to rid of it.
