Hyperlink generation on the fly ?

I recently saw few forums using hyperlinks which I suppose is automatically get inserted on the fly with a descriptive ALT or TITLE attributes. Hows that possible ??

For example take a look at:

http://www.experts-exchange.com/Web/Graphics/Web_Images/Q_20757236.html

(see the green color hyperlink - with doble underline)

anyone know how to achieve that desciptive ALT messages on a website?

It's a CSS thing, I think. http://ackbarr.greatweb.com also has it. He explained it to me a long time ago, but perhaps he can tell us how he did that.

It is a CSS when we visualise but the 'description' and 'hyperlink' are I suppose originally being generated on fly programatically. This is a very interesting feature for any forum where a word get automatically highlighted and linked with some other articles which carries the same topics.

I noticed ackbarr website and found only one such hypelink but which is I guess a client side Javascript or CSS and not similar to one I refered.

I am really looking for such a nice things into a forum or articles.
