PageIndex support chinese index. Like this.
Fix css to camplate xoops theme.
Use smarty template.
Fix configure file of mod_rewrite.
(Add 'RewriteCond %{REQUEST_FILENAME} !-f' into .htaccess)
Add Global ACL setting options.

Fix bug english language package.
