My admin>>>template area does not have the column for skins.

Is there something that I need to turn on that I missed?

Theme templates are not edited through the admin menu.
They can be found in your XOOPS directory under 'themes'

Templates are loaded into the database and can be cloned and edited from the administration menu.

Themes, however, are taken from the themes folder directly (although some compilation and caching occur) and you would need to have those files writable by the webserver to edit them from XOOPS - something the core devs don't feel is necessary.

I should correct my phrasing...

I can find no skin.html files anywhere nor do I have the skin column on the page where I can clone my templates.

I'm not sure what might have caused that though. I didn't have it when I installed it.
